Oplan tambay resulted to 1,591 violators in Western Visayas

THE campaign against street loiterers in Western Visayas resulted in a total of 1,591 violators from June 13 to July 1.

A data provided by the Police Regional Office (PRO)-Western Visayas showed that 429 in Bacolod City and 103 in Negros Occidental have reportedly violated laws and city ordinances.

Among the offenses committed in the region were drinking in prohibited places, 899; smoking ban, 61; half-naked in public places, 71; minors violating curfew hours, 502; and other ordinances involving adults and minors in trouble, stoning, and riot, 58.

Sixty-eight of which were sanctioned to pay a fine, 1,038 were adviced to go home, nobody was charged, while 479 persons were penalized with other sanctions.

For Bacolod City, 78 violated drinking in prohibited places; smoking ban, seven; half-naked in public places, 38; minors violating curfew hours, 300; and violators of other ordinances, six.

For Negros Occidental, 32 violated drinking in prohibited places; smoking ban, 18; half-naked in public places, 7; minors violating curfew hours, 19; and violators of other ordinances, 27.

Chief Superintendent John Bulalacao, regional director of PRO-Western Visayas, said the effect of such implementation was the reduction of street crimes, particularly the eight focus crimes in highly urbanized areas which include murder, homicide, motornapping, carnapping, robbery, theft, physical injury, and rape.

Bulalacao has earlier clarified that street loiterers, or “tambays,” in the region will not be arrested unless they violate city ordinances.

The Philippine National Police (PNP) has arrested over 11,000 people in Metro Manila after President Rodrigo Duterte ordered the police to clear the streets of loiterers, especially potential troublemakers on June 13.

He, however, clarified in his recent speeches that his order was to "accost" and "not arrest" idlers.
