City to tap P4 projects, councilor says

CAGAYAN de Oro City Councilor George Goking said more projects will be implemented in the city as soon as the Public-Private Partnership for the People (P4) initiative project will be approved.

Goking, chairman of the City Council committee on ways and means, said the P4 projects will include social services, education and health projects for the city constituents.

Projects under the city's Local Development Plan for general welfare can also be implemented through the P4 project.

Goking said he was impressed with how the local governments of Iloilo City and Mandaluyong City are using their private partnerships to implement government projects, this is why he wanted the team to visit these cities for bench marking purposes.

Goking said he had initial talks with the Iloilo City officials during his visit there last month for the Philippine Councilors League (PCL), who expressed their willingness to help Cagayan de Oro in its new endeavor.

"Mandaluyong City is also willing to help us," he said.

After a series of discussions with the Local Economic and Promotions Office, City Legal Office, and other concerned offices, the proposed code was approved in the committee level and is now forwarded to the committee on laws and rules.

The Department of Interior and Local Government (DILG) has urged local government units to engage in public-private partnerships (PPP) to improve their competitiveness and promote ease of doing business in their localities.

The LGU P4 program is a vehicle for the private sector to participate in government projects for the provision of infrastructure and social services at the local level. The DILG has developed an LGU P4 portal or database where there will be an exchange of information and best practices on PPP between LGUs and the business sector, including maps of PPP projects, project profiles and summary of information of the project, among others.
