SUMALA pa sa labing ulahing survey sa Pulse Asia nga gipagawas niadtong Lunes, 67 porsento sa mga Pilipino supak sa lakang sa pag-usab sa 1987 Constitution. Sa 67 porsento, 37 porsento ang supak nga usbon ang Constitution karon ug sa umaabot, samtang 30 porsento ang supak nga usbon karon apan mahimong usbon sa umaabot.
Ang survey sa Pulse Asia nga gihimo gikan sa Hunyo 15 ngadto sa 21 nagpakita usab nga 55 porsento sa mga Pilipino ang nasayod sa mga lakang sa pag-usab sa 1987 Constitution, samtang 74 porsento way kasayoran bahin niini. Sa samang survey, 62 porsento ang supak sa pederalismo samtang 28 porsento ang pabor niini.
Nagpakita usab ang maong survey nga 69 porsento sa mga Pilipino gamay rag nahibaw-an bahin sa gobyernong pederalismo, samtang 31 porsento ang may igong kasayuran bahin niini. Nagpasabot kini nga kinahanglan pang isangyaw sa katawhan kon unsa ang sistemang pederalismo ug di mahimong dali-dalion kini sa pagpasar.
Lakbit niini ang sugyot ni House Speaker Pantaleon Alvarez nga suspensuhon ang eleksyon sa sunod tuig aron unahon sa pagtuki sa Charter change (Cha-cha) kon ang pag-usab sa atong Batakang Balaod ngadto sa usa ka sistemang pederalismo pinaagi sa paghimo sa Kongreso nga usa ka constituent assembly (con-ass).
Matod pa niya maglisod ang Kongreso sa pagtuki sa Cha-cha tungod sa pag-file sa mga certificates of candidacy sa Oktubre, sa pag-abot sa Pasko, sa pagtuki sa nasudnong badyet alang sa sunod tuig ug sa pagsugod sa kampanya sa Pebrero sa sunod tuig.
Apan mahimo ba ang no elections (no-el)? Ang Article VI, Section 8, 1987 Constitution, nagkanayon, “Unless otherwise provided by law, the regular election of the Senators and the Members of the House of Representatives shall be held on the second Monday of May.”
Gisitar na sa Batakang Balaod ang adlaw sa eleksyon apan mahimo kining usbon sa Kongreso. Apan wa kini maghatag og gahom sa Kongreso sa paglugway sa termino sa mga senador ug mga kongresista.
Ang Article VI, Section 4, 1987 Constitution, nagkanayon, “The term of office of the Senators shall be six years and shall commence, unless otherwise provided by law, at noon on the thirtieth day of June next following their election. No Senator shall serve for more than two consecutive terms.”
Samtang ang Article VI, Section 7 nagkanayon, “The Members of the House of Representatives shall be elected for a term of three years which shall begin, unless otherwise provided by law, at noon on the thirtieth day of June next following their election.
