PB dismisses admin complaint vs. Gica; Garcia’s camp questions move

The Cebu Provincial Board (PB) dismissed the administrative complaint filed against former Dumanjug Mayor Efren Guntrano “Gungun” Gica over allegations that he bloated figures in a restaurant bill in 2014. The PB Committee on Complaints and Investigation dismissed the complaint filed by former Dumanjug Mayor Nelson Garcia against Gica as they cannot find substantial evidence of falsification by Gica. Though the decision came late since the Supreme Court has affirmed the decision of the Ombudsman dismissing him for serious dishonesty and grave misconduct, Gica said he plans to use it to ask Gov. Hilario Davide III to allow him to return to office. But Garcia’s camp questioned why the PB continued with the investigation when they already filed a motion seeking to dismiss the case so they can file the charges before the Ombudsman instead. The motion was approved, according to lawyer Pablo John Garcia, who serves as his brother’s legal counsel. He urged the PB to reconsider its decision, especially that the Ombudsman has already dismissed Gica. Garcia also urged the anti-graft office to investigate the PB for the decision. (JKV)
