P1.7 billion investment on Capitol property no challenger yet

NEGROS Occidental Second District Board Member Salvador Escalante Jr. said Monday, August 6, that the P1.7 billion investment eyed by Dynamic Builders Inc. (DBI) for a high rise building on Capitol properties at the Provincial Administration Center (PAC) has no challenger yet at this time.

"As of August 3, nobody inquired or signified their intention for our P4 challenge (public-private partnership in the province)," Escalante said.

He said that if until August 10, no challenger will submit their intent to contest the unsolicited proposal of Dynamic Builders Inc. after a few weeks, the project will be awarded to the company.

Dynamic Builders proposed to construct a mixed-use nine-storey building on the 6,480 square meter Capitol property. The first two floors will be for commercial, the third floor for the call center while the fourth to ninth floors will be a hotel.

The company's unsolicited proposal for a 50-year rental at P85 per square or P550,000 a month and a total of P6 million per year. The rental will escalate at five percent every five years.

They also offer an advance down payment for two years and another two-year deposit. The proceeds of the agreement will go to the General Fund and will be part of the 2019 Appropriations Act, Escalante said.

He also clarified that Dynamic Builders will need to comply with several requirements before the awarding of the project would be materialized like paying the bonds required.

Escalante, meanwhile, said that there is now an ongoing negotiation between the Provincial Government and the PNB for the temporary relocation of offices that will vacate PAC.

The Capitol is eyeing the second and third floors of PNB along Lacson Street as temporary relocation of the offices that may also take some time to clear the respective offices.

PAC houses the Provincial Engineering Office, General Services Office, Provincial Agriculture Office, Provincial Disaster Management Program Division, Negros Occidental Comprehensive Health Program Office, among others.

Escalante said that aside from the PNB, Capitol is also negotiating on where some Capitol offices could transfer.

Capitol is also constructing another building at the back of PAC that will permanently house the offices the said building.

Escalante said that the Provincial Government has already utilized most of its prime properties in Bacolod City.

He also said that Governor Alfredo Marañon Jr. has already offered the Land Transportation Office (LTO) to relocate in about two-hectare property of the provincial government in Barangay Mansilingan so they can vacate from its present location which is also owned by the Provincial Government.

LTO has already approved in principle the proposal of the governor as they also needed space for their operation especially for their impounded vehicles, Escalante said.
