Bzzzzz: Garganera 'teased' by mayor for eating some BOPK lechon

Cebu City Vice Mayor Edgar Labella should be glad he refused an offer of Councilor Margot Osmeña to share a pork "lechon" sent by her husband Mayor Tomas to the City Council when it extended its session far into the night Tuesday (August 7). On his Facebook wall, Tomas said it was not for those who "boycotted" the Kawit project. In a photo posted on Facebook, the Team Rama member recognizable was Councilor Joel Garganera. Maybe he too was invited by Margot or some other BOPK member. Still he was not spared the "baga fez (thick face)" label the mayor stuck on him. It could be mere teasing or downright shaming.

Team Rama members led by Labella were blamed for a session that lasted till midnight because of at least six periods of recess declared by the vice mayor. Labella said the motions for recess came from the floor and were privileged: no need to be seconded and debated. The session was to resume Wednesday afternoon (August 8).

Labella told Jason Monteclar on dyCM radio he had stuck to the House rules. But there are options for BOPK: re-file the ordinance, in effect go back to square one, or go to court for declaratory relief.

Back to the lechon, Labella said he already had eaten a dimsum takeout and wouldn't wish to add his intake of calories. Maybe Councilor Joel would've refused too had he known about what he would get: surely not a gentle teasing but a public rebuke from the mayor.

But why the lechon? An early celebration or feast at a possible wake, depending upon the eventual fate of the Kawit project.

Rushing or taking time

Under the City Council's house rules, the Kawit development ordinance, which it had rejected when Team Rama dominated the "sanggunian," cannot be revived unless it is proposed by a member who voted against the ordinance. Meaning, a Team Rama councilor.

The mayor has to get another Team Rama defector or persuade a Rama ally to move to reconsider the decision to dump the Kawit plan.

Or change the house rules, which would require a proposal in writing and a two-thirds vote. Once the rule is amended, the Kawit project may be revived by a BOPK member or any other councilor. The problem is that BOPK, having a razor-thin edge, may not muster the two-thirds vote.

Or, more plausibly, go back to the first phase, which is to reintroduce the proposal under a new ordinance. Which will undergo the same process: first reading, referral to committee, committee report and second reading. To reduce the time required, one way is for the mayor to certify the new ordinance as urgent, thus taking out the requirement of committee action and putting the question at the plenary.

Labella's puzzlement: Why the rush, especially on an issue that needs a lot of thinking and study by the legislators?

"Pact" with Mike

On the "pact" with former mayor Mike Rama that the Cebu City opposition would field only one candidate for mayor, VM Labella said he'd abide by it.

But he's not sure how "the only one" would be chosen by Team Rama. Who among the supporters can vote and how are crucial matters that apparently have not been agreed upon yet, an issue that can make or break the party.

Alliance with HNP

As to the reported feelers to Team Rama for an alliance, from the Hugpong ng Panaghiusa party organized by president's daughter Sara Duterte-Carpio, Labella said his group would still look into details. But Labella said he could see no complications, considering that HNP is a party of the president who's also chairman of PDP-Laban, with which the VM's group is affiliated.

The complication would be if Davao City Mayor Sara's party would hook up instead with BOPK. Very unlikely? Each time Sara drops by Cebu, she sees Labella and presidential assistant Michael Dino, among a few others who reportedly don't include Mayor Osmeña but possibly Tomas's wife Margot.
