Pacete: Local Youth Development Council-Silay

SILAY City facilitated the creation, election and mandatory training of the local Youth Development Council (LYDC) recently at the Operations Center in Silay in coordination with Department of Interior and Local Government (DILG), Sangguniang Kabataan (SK), and the National Youth Commission.

It is mandated in the rules and regulations implementing Republic Act No. 10742, otherwise known as the “Sangguniang Kabataan Reform Act of 2015,” that the local Youth Development Council shall be created.

LYDC is a multi-sectoral youth association, which shall be called, Province Youth Development Council (PYDC), City Youth Development Council (CYDC) and Municipal Youth Development Council (MYDC), respectively, headed by the concerned SK Federation president and composed of representatives of youth and youth-serving organizations in the provincial, city, and municipality level.

In Silay City, the opening of the said event was attended by some councilors with Vice Mayor Joedith Gallego (acting mayor). The organizations that represented their advocacies in the said conference are LGBT Q-Alliance, Joint Silay Operations Group, Rotaract Club of Silay, Silay United Group of Artists, Christian Community Theater, Pag-asa Youth Association, Youth for Environment in Schools, Sports-Silay, Kahirup (cultural group) and Sangguniang Kabataan.

Michael Angelo Golez (Youth Development Officer IV) provided orientation on the rationale and background of the Local Youth Development Council and on the activities and documents needed for eligibility and participation to LYDC election. LYDC election was facilitated by Ma. Delma Mariposque, SK Federation president.

Mia Asunsion Gatilogo (LGOO IV) gave a lecture on decentralization and local governance, SK History and salient features with the role of LYDC, planning and budgeting. Christopher Ferrer, administrative staff member, demonstrated how the meeting should be conducted and how resolutions should be prepared. Atty. Ryan Montoro, city administrator, explained the code of conduct and ethical standards for public officials.

LYDC is an important organization because this will be the partner of SK on planning and execution of the projects, programs, and specific advocacies... good governance, climate change adaptation, disaster risk reduction and resiliency, youth employment and livelihood, gender sensitivity, anti-drug abuse, sports development and more.

Congratulations Silay for beating the deadline ahead of the others.
