Domogan shuns Uson’s Federalism stunt

BAGUIO Mayor Mauricio Domogan is likewise irked by antics of Communications Assistant Secretary Mocha Uson in her bid to educate the masses on Federalism.

Domogan, during his weekly press conference, did not hide his disdain over Uson’s take on the subject saying “I do not agree with that, there are many ways of promoting Federalism, but not that way.”

Uson with blogger, Drew Olivar, has been criticized with their rendition of "I-pepe" and "i-dede" while dancing and gesturing to his crotch and chest areas.

The antics of the two earned the ire of the Senate as well as the backlash from social media where they were tagged as lewd.

Domogan said the act was done in poor taste, adding “I do not appreciate it.”

There are two Cordilleran’s in the Consultative Commission (ConCom) tasked to review the 1987 constitution created under Executive Order No. 10 by President Rodrigo Duterte in 2016.

It sees a higher funding for the Cordillera Administrative Region (CAR) once it becomes a state under a Federal form of government.

The Cordillera is seen to have a bigger share in the allotment of the country’s gross domestic product (GDP) which would come from the national budget.

Under Federalism, empowerment of the 18 regions is also seen where funds, policies, programs, and projects are well distributed between the National Government and the federal states.

It also aims to break the three monopolies of power particularly on political dynasties, businesses and the administrative and fiscal monopoly by the central unitary government.

Under a Federal form of government, federal regions will have exclusive and shared powers with the Federal government.

The power to collect certain taxes that are at present being collected by the national government to ensure source of revenues include capital gains tax, donors tax, documentary stamp tax, transport franchise fees, vehicle registration (road users tax) and licenses among others.
