Mankayan regulates entry of animals

REGULATORY measures are set for animals at risk of foot, hand and mouth disease (FHMD) coming from other places shipped in the municipality of Mankayan, Benguet.

“It is imperative the movement of FHMD susceptible animals, their meat, meat products and by products from other places must be regulated to prevent incursions of this dreadful animal disease in Mankayan,” the approved ordinance reads.

Members of the local council approved the ordinance which seeks to protect the local hog raiser industry in the municipality.

FHMD, a highly contagious viral disease that affects cloven-hoofed animals including buffalo, pigs, cattle, sheep, deer, and goats capable of extreme rapid spread often entire herds can be affected within 48 hours.

Under the ordinance, livestock transporters and traders are required to secure veterinary health certificate (VHC) indicating the draft animals have been vaccinated at least twice against FHMD and an authorized permit to ship animals issued by the Office of Provincial Veterinarian.

For breeders and growers, FHMD susceptible animals are allowed to enter the municipality provided the requirements are complied.

In addition, the animals should come from farms accredited by Bureau of Animal Industry (BAI).

Shipment of breeders/growers from other places must be accompanied by VHC, authority to ship livestock issued by the BAI director and transshipment certificate issued by the port of exit going to the region, indicating Mankayan as the point of destination.

Shipment of animals from other regions are allowed provided pertinent documents are presented to prove that they were directly shipped from the said points of origin.

Sourced meat products, processed or cooked, semi processed, uncooked meat and carcasses may be shipped from other places to the municipality provided they come from accredited meat processors and accredited slaughterhouse.

The shipment of meat and meat products must be accompanied by valid meat inspection certificate and shipping permit from the point of origin.

Animals that are found infected with FHMD be immediately condemned and disposed of by burning or burying in a deep pit.

Contaminated animals without signs of FHMD will not be unloaded from the transport carrier and be shipped back to the point of origin.

The seizure or confiscation of animals, meat and meat products must be properly documented, witnessed, and covered by appropriate custody or acknowledgment receipt prior to release.

Any person trading livestock coming from accredited farms outside Mankayan will be charged P500 per head while any trader engaged in business in the municipality should secure Mayor’s permit.

Individuals found transporting, dealing, buying or selling any animal susceptible to FHMD within the municipality from non-accredited farm will be fined P2,500.

The new law has been referred to the committee and health and sanitation.
