Villar: NLEx Harbor Link to decongest Metro Manila

PUBLIC Works Secretary Mark Villar said that the North Luzon Expressway (NLEx) Harbor Link project will help in decongesting Metro Manila.

Villar said this when he led other officials of the Department of Public Works and Highways and NLEx inspect the skyway’s Segment 10’s progress.

The official said the agency is working hard to hasten the delivery of remaining Right of Way (ROW) to complete the project.

“After all the hard work, we’re on the final 95 percent. Just a little with the right of way. The civil works are almost finished so this is our last push and next will be the inauguration,” Villar said.

The NLEx Harbor Link is one of the by-pass roads of EDSA, according to him.

“I’m sure our motorists are waiting for this project as this will be a by-pass road to EDSA. This is vital since trucks from the port and traffic from Manila going to NLEx need not use Metro Manila roads,” Villar said.

The NLEx Harbor Link Segment 10 is steadily accelerating with the DPWH fast-tracking the turnover of the remaining right-of-way (ROW) needed to complete the section between Karuhatan, Valenzuela City to C3 Road, Caloocan City by the end of 2018.

NLEx Corporation officials led by Raul Ignacio, senior vice president for Tollway Development and Engineering, hosted the inspection of the DPWH secretary on the Caloocan section of the NLEx Harbor Link Segment 10.

NLEx Harbor Link Segment 10 is an 8.25-km elevated expressway traversing the NLEX from Karuhatan, Valenzuela City, passing through Malabon City, Caloocan City and extending to Radial Road 10, Navotas City.

The right-of-way (ROW) accomplishments now stand at 95 percent. At present, the available ROW in Valenzuela City is 96 percent, while 86 percent in Caloocan City.

“We are committed to deliver the remaining right-of-way so we can finish this important infrastructure that will decongest traffic in Manila as soon as possible,” said Villar.

Designed to provide direct access between the port area and the northern provinces of Luzon via NLEx, this elevated expressway has been envisioned to ease traffic congestion and facilitate efficient delivery of goods to and from Harbor area and Central and North Luzon.

Included in the government’s “Build Build Build” program, the NLEx Harbor Link Segment 10 is envisioned to ease traffic congestion especially along the western Metro Manila road corridor. Once opened, travel time from the Manila Port to the NLEX will take approximately 10 minutes, making it possible for cargo trucks to improve their turnaround time for delivery of goods.

“Our team has been working double-time to complete the NLEX Harbor Link Segment 10 as scheduled. We are confident that our government partners will help us realize soon our vision of providing fast and safe travel experience to the public through this project,” Ignacio noted.

In another development, construction work continues on the C3-R10 section of the NLEX Harbor Link Segment 10 with the foundations of the elevated road now in place at the site of the future NLEX Caloocan Interchange on C3 Road.
