Dad wants video advocacy campaigns in cinemas

A CEBU City councilor wants to make it mandatory for all cinemas in the city to show a three-minute video advocacy on waste segregation, proper waste disposal, or anti-illegal drugs before the start of every film.

In a proposed ordinance, Councilor Eugenio Gabuya Jr. said that a video is a medium that is compelling and generates greater interest among its viewers.

Gabuya said the City Government together with the Department of Public Services and the Cebu City Environment and Natural Resources is into massive campaign for waste segregation and proper waste disposal.

The City, Cebu City Police Office and Cebu City Office for Substance Abuse Prevention is also addressing the illegal drug problem.

On who will make the video, Gabuya said it will be included in the implementing rules and regulations if the measure will be approved by the City Council. Under Section 3 of the proposed legislation, the cinema operator is required to show a three-minute video clip, which must be shown immediately prior to each and every showing of a full movie to promote general welfare.

If they fail to comply, cinema operators will have to pay a P1,000 fine or face imprisonment of not more than one month or both depending on the discretion of the court for the first offense.

For second offenders, a fine of P3,000 or imprisonment of not more than three months or both, while a P5,000 fine or an imprisonment of not more than six months or both will be imposed.

In addition to the proposed penalty, the business permits of the cinema will be revoked if they violated the ordinance, if approved, for the third time.
