Osmeña faces another complaint

THE Land Transportation Office (LTO) 7 has filed another complaint against Cebu City Mayor Tomas Osmeña before the Office of the President for pulling out the traffic enforcers assigned to the underpass project site on N. Bacalso Ave.

LTO 7 Director Victor Caindec said Osmeña violated Republic Act 7160, or the Local Government Code of 1991 and committed dishonesty, oppression, misconduct in office, gross negligence and dereliction of duty.

He also said that the mayor abused his authority.

Osmeña removed the 24 traffic enforcers fielded by the Cebu City Transportation Office on N. Bacalso Ave. last June 16 after a falling out with Caindec.

In a Facebook post dated July 15, the mayor wrote that the City Government will focus on other important tasks after Caindec said that only LTO can enforce the traffic.

He then declared that LTO will be the “sole traffic authority” in the Mambaling area.

Caindec, however, kept his hands off the area until Osmeña, as city mayor, can present a legal document stating that he is no longer able “to manage the city streets and (is) giving the responsibility to LTO.”

Caindec begged off from giving more information about the complaint against Osmeña, but added that it was already received by the Office of the President last Tuesday.

Last August, LTO 7 also filed a complaint against the mayor before the Office of the President over the latter’s issuance of an executive order that seeks to penalize counterflowing. HBL
