Baciwa starts deliberation on proposed privatization

THE Bacolod City Water District (Baciwa) Monday, September 24, started the deliberation on the proposed privatization of the water district.

Claudio Salmo, president of Baciwa Employees Union (BEU), said Monday this will be a three-day deliberation of the Baciwa management.

He said in the previous years, Baciwa received unsolicited proposals from three private companies such as Metropac, Prime Water, and Manila Water.

“Last three months, our Baciwa Board of Directors approved a resolution to entertain the public-private partnership (PPP),” he added.

Salmo noted that he is one of the observers during the deliberation and evaluation of the proposed privatization.

The union also submitted its opposition paper on the proposed privatization plan of the water district.

For his part, Mayor Evelio Leonardia said he already asked Baciwa Board of Directors chairman Lorendo Dilag to resolve the shortage of water supply in Bacolod.

“How they will do that is now management call. Whatever it takes that will produce that, they should explore. In the end, it depends on the management what will be their course of action to deliver its services to the people of Bacolod,” he said.

Baciwa official earlier admitted that Bacolod has a water shortage of four million liters per day.

“In general, privatization is not bad, not talking in Baciwa per se. We have seen that in many other cases which they earned a good development,” Leonardia said

Vice Mayor El Cid Familiaran had said he is not in favor of the privatization plan of the Baciwa.

Familiaran said the Baciwa management should thoroughly check and study the proposal.

He said Baciwa should improve its service, but not through the privatization plan. (MAP)
