Councilor seeks guideline on traffic experiments

COUNCILOR Betty Lourdes Tabanda proposed for the adoption of an ordinance that imposes guidelines on the conduct of traffic experiments in the city.

Tabanda explained that as a growing urban center, one of the problems besetting the city is traffic congestion. She said that there is a need to conduct traffic experiments to come up with the best solution and strategy.

She said that although experimental schemes may be well planned by technical people, the widest information dissemination campaign must be carried out first before implementation.

"A well-informed general public is a cooperative partner in the fruition of a smooth and better traffic management," Tabanda said.

During the experiment period, no penalties should be imposed for violators of the traffic experiment, unless the act or omission constitutes a violation of existing national laws or ordinances, Tabanda said.

The councilor also proposed that violation of the guidelines will make the responsible government official or employee and traffic enforcer liable to administrative and/or criminal offense. ( Rimaliza Opiña )
