Pangan: Fair share of employment for PWDs

PERSONS with disabilities deserve fair treatment wherever they live. The local government unit, which has jurisdiction over these physically and mentally-challenged individuals, looks after their welfare more meticulously than the "normal" citizens.

Thus, Republic Act 10524, which amended a provision of the Magna Carta for PWDs, seeks to provide equal opportunity for their employment by allocating some positions fit for them.

The Public Employment Service Office (Peso) of Mabalacat City recognizes and implements the provision of said law and includes even the PWDs in its job fairs and trainings. Its manager, Bernard B. delos Reyes, considers them part and parcel of the list of employables in the office roster and indeed instructs his staff to advise them regularly about job openings and training schedules for livelihood programs such as pastry-making, baking and making of fashion accessories which does not require much physical effort from the participants.

Now, the Department of Social Welfare and Development has taken an active and more serious role in enlisting the talent and services of persons with disabilities.

It was reported that Acting Social Welfare Secretary Virginia Orogo has taken a more active role in the implementation of the provisions of RA 10524 to require government agencies and the private sector to allot one percent of their positions for persons with disabilities.

She said the need to break the culture of discrimination against PWDs and be treated fairly and with compassion and understanding.

In Mabalacat City, there should be established vocational rehabilitation centers like that in Quezon City, Dagupan, Cebu and Zamboanga and centers for handicapped like that in Cotabato.

The facilities provide programs and services such as social, medical and psychological services, livelihood and vocational skills training, job placement, sheltered environment and capability building activities aiming the socio-economic independence and productivity enhancement of PWDs.
