Baguio to screen five police chief hopefuls

BAGUIO City Mayor Mauricio Domogan has confirmed receiving five names recommended by the Police Regional Office – Cordillera (PRO-COR) as replacement for outgoing Baguio City Police Office city director Senior Superintendent Ramil Saculles.

Domogan said the selection of the new city director will undergo a process.

“We have received the five names recommended by the PNP for BCPO director and here in the city of Baguio, we follow a process in selecting the replacement for the new chief of police. We have a screening board and a criteria which is the basis for screening the candidates,” Domogan said.

Under Republic Act 8551, the replacement, transfer or reassignment of provincial, city and municipal chiefs of police may only be done upon approval of the local chief executive and must likewise apply to the designation of an officer in charge which does not in any way nullify the power of administrative supervision and control vested by law in the Director General of the PNP.

Under the placement and promotions process of the PNP, the city will be given 10 days upon receipt of the letter to select the possible replacement of such positions but Domogan will be asking for another 10 day extension following the effects of Typhoon Ompong and the conduct of the Batang Pinoy in the city.

“There is a certain percentage in the criteria totaling 100 percent. Who among them will get the highest percentage in the ratings as a result of the screening will be the one we will be selecting,” the mayor explained.

Earlier in June, the city was informed of the relief of Saculles and the designation of Senior Supt. Gerardo Umayao as officer-in-charge which have gotten the ire of the chief executive forcing PRO - COR to re-install Saculles to his previous position as city director while Omayao was placed under the regional office.

“Before we do the screening process by the board, we will be requiring the prospective candidates to submit their personal biodata, performance rating for the last two quarters while the members of the screening board will do the validation,” Domogan added.

After submission and validation by the screening board, an interview will be done on the candidates as part of the process in which the board will make their final rating.
