Capitol bans supplier; NegOcc guv reprimands vet, 2 others

NEGROS Occidental Acting Provincial Administrator Lucille Gelvolea revealed on Friday, September 28, that the builder of the controversial Animal Hub at the Panaad Park and Stadium in Bacolod City is banned from doing any transaction with the Provincial Government from six months to one year while Provincial Veterinarian Renante Decena and two other personnel from his office were reprimanded.

Gelvolea said that this is the directive of Governor Alfredo Marañon Jr. to lawyer Mary Ann Lamis of the Provincial Legal Office.

She explained that Decena and two other PVO personnel are reprimanded because of command responsibility while the provincial office conducts further investigation into the case with the observance of due process so it won't be in contrast with the Civil Service Commission which is always for the employees.

Capitol supplier Eva Reso-or, who claimed responsibility of the construction of the Animal Hub, is suspended to transact any business with the province because of her actions.

"The province has not engaged any business with her and nobody gave her the permit for the construction of the building," Gelvolea said, citing the resolution of the Bids and Awards Committee (BAC).

As to the Animal Hub, Gelvolea said that the Provincial Government refers the matter to the Commission on Audit so that the province could take possession of the building and that the contractor could not claim or demand any payment from the province in the future.

Gelvolea said that based on assessment, the Animal Hub is almost 80 percent complete and that the construction already cost about P5 million.

The Provincial BAC has stopped the bidding of the project after the construction of the Animal Hub was discovered in March this year without any permit from the province.

Reso-or claimed that the contractor is based in Manila and that she is the one responsible for all the construction of the Animal Hub.

The original plan of the provincial government was to construct the Animal Hub for the PVO worth P10 million.
