Baciwa expects BBWI to produce water from Injection Point No.2 this month

THE Bacolod City Water District (Baciwa) is expecting the Bacolod Bulk Water Inc. (BBWI) would be able to comply with their promise that the Injection Point No. 2 could operate and provide additional water on or before October 31.

Baciwa general manager Juliana Carbon said that they will get an update from BBWI during their coordination meeting within this week.

The latest information they got from BBWI was they were still having problems on the right of way and the land conversion for their Water Treatment Plant.

"Hopefully they can complete the pipe laying so they can start producing water from Injection Point No.2," Carbon said.

BBWI could not be reached for a comment on the matter.

The BBWI is a consortium majority owned by Tubig Pilipinas Inc. Group through the Ngalan Water Treatment Plant. It is currently supplying more than 15,000 cubic meters of potable water to Baciwa.

Based on their contract with Baciwa, Injection Point No. 2 should have been operational simultaneously with Injection Point No.1.

Upon the completion of Injection Point No.2 which will be sourced from Sum-ag Water Treatment Plant and the delivery pipeline located in Murcia, the entire project is expected to increase the supply of potable water to 15,000 cubic meters per day in a planned 20-kilometer pipeline directly connected to the Baciwa.

Carbon, meanwhile, said that with the violations committed by BBWI, Baciwa has already referred the matter to the Office of Government Counsel where they are getting guidelines. She said they have withheld the payment for BBWI and set aside the fund which is ready anytime the payment will be made.

"The Baciwa management and members of the board are answerable in case we erred with our decisions, that's why we always get the opinion of the OGCC for guidance," Carbon said.

She pointed out that the problem on the conversion of the land has been there since 2016 which is dependent on the moves of concerned government agencies.

She said that the computation problem is one of the legal problems between Baciwa and BBWI.
