Limlingan: Curbing over speeding at Clark

WE MAY not be mindful of such but over speeding inside the Clark Freeport Zone seems to be normal because of the lack of strict implementation of road rules. We may see cars from the main gate to other parts of the Freeport at high speed during daytime and especially during nighttime.

Perhaps, just like in our local highways, traffic law enforcers and other road authorities inside the former US military base are quite handicapped because of the lack of equipment to determine whether vehicles are cruising above the speed limit or not.

To address the problem, Clark Development Corporation (CDC) has acquired a new speed gun set that is to be used to determine whether a vehicle is running beyond the 60 kilometer per hour limit or otherwise.

The gadget, produced by an American company expert at such, is said to measure the speed of vehicles and capture some videos that will serve as evidence of violations. Likewise, it is Wi-Fi capable, thus can transmit data fast either to a computer or printer on site. In addition, it is capable of being used even at night time and in dark areas inside the Freeport.

With the curbing of over speeding, motorists are somehow assured against accidents resulting from speeding vehicles. It can likewise record photos and videos of vehicles that can document the identification of vehicles that may be used in crime prevention just in case.

One may compare the implementation of traffic law implementation at Clark to Subic wherein in the latter Freeport, there is very strict enforcement of traffic laws. While both are Freeport zones, motorists going or passing through Subic are very careful, mindful and obedient to traffic laws as long as they are inside the perimeter of the said Freeport.

With due respect to Clark, traffic law enforcers inside Subic are more strict and more serious in apprehending traffic law violators. They are not that adamant in issuing traffic violation tickets to erring drivers.

The strictness in the implementation of vehicular traffic laws in Subic results into more disciplined, more careful drivers who of course avoid being flagged down, issued a ticket and fined.

Meanwhile, aside from the new speed gun acquired by the CDC, it is highly suggested that traffic law enforcers inside Clark be stricter in implementing traffic laws just like those in Subic.

Both Freeport zones have their own charters, thus they can formulate and implement their rules as long as they are legal. Implementing traffic rules is just one.

Vehicular traffic laws are income earners for entities who enforce or implement them. Fines and penalties from traffic law violators at Clark can be considered as generated income of the said Freeport. The stricter the enforcement of traffic laws, the higher the income. Such income may mean more worthy projects for the entity.
