Mayor hopes original BCC plan to push through

BAGUIO City Mayor Mauricio Domogan said his signature appearing on revised plans of the public works department does not give consent on altered segments of the Baguio Convention Center.

Domogan said he signed the plans assuming it went through the process of approval from Technical Working Group (TWG), City Buildings and Architecture Office (CBAO) head Nazita Banez and the city council.

Confusion arose when the Department of Public Works and Highways (DPWH) presented revised plans for the convention center signed by the mayor without blessings from the TWG, CBAO or the city council.

DPWH, in its revised plans, has taken out the elevator, escalator and mezzanine area, saying structural integrity of the convention center will not allow the additions.

Domogan said the DPWH allege the original plans cannot be carried out due to structural issues of the convention center but has ordered a halt in questioned areas of work which include the mezzanine, escalator and elevator.

DPWH has also reduced seating capacity to 1,300 as opposed to the 1,600 targeted capacity while sectors slam omission of the elevator and escalator aimed to give a wider access to Persons with Disability and the elderly.

This week, legislators were appalled when the DPWH admitted to implementing changes without consulting the TWG tasked to oversee work being done at the convention center.

Domogan who was informed of the impasse and has since ordered a probe on the matter.
