Oro receives 2nd Galing Pook award

FOR the second time Cagayan de Oro was named as among the ten local government units (LGUs) in the country recognized for their innovative practices in local governance on Thursday, October 11.

The "No Vote, Ibot" No More: Ending the Political Bondange in Resettlement Areas by Providing Security of Tenure campaign of the City Government garnered the prestigious 2018 Galing Pook award for outstanding governance.

The city's resettlement program was inherited by Moreno from the Emano administration. Moreno continued the program but expanded it by actually giving the beneficiaries land titles, instead of the usual certificate of ownership.

Moreno said he learned that the certificates given to the beneficiaries do not actually have "ownership rights" and does not promote security of tenure.

"The beneficiary would buy the property at the same price that the land was bought by the city. Dili na piso kay ang piso kay dili man gyud ma-implement nga piso lang ang amount. Ang piso-piso sa una was just a structure in order to perpetually enslave the beneficiaries, wala silay security of tenure," he said.

"Because of this program, naa na kitay security of tenure, naa nay titulo that would lead to social transformation. We will continue with our quest to empower the people, serve them the best way possible," he said.

Through its Task Force for the Emancipation of Piso-Piso Beneficiaries, the city has distributed over 2,000 land titles to Piso-Piso program beneficiaries since 2013.

Last year, the city received the same award for their entry "Rising from the Mud," which showed how the administration of Mayor Oscar Moreno facilitated the rise from the devastation of Tropical Storm Sendong.
