City creates Executive Committee for ‘Oplan Kaluluwa’

AN EXECUTIVE committee was formed by the City Government to oversee the security preparations for the annual All Saints and All Souls Day.

City Mayor Mauricio Domogan will act as chairperson and City Administrator Carlos Canilao will serve as action officer.

The members will include village chiefs of barangays Palma-Urbano, Kias, Victoria Village, Quezon Hill, San Roque Village, San Luis Village, City Camp Proper, City Camp Central, Lower Rock Quarry, Lower Lourdes Subdivision, Lourdes Subdivision Proper, Lourdes Subdivision Extension and Irisan barangays; all of which are affected by vehicular or human traffic on the trek to and from the city’s seven cemeteries and memorial parks.

Other members include representatives from the Baguio City Police Office, Traffic Division, City Treasurers Office, City Engineers Office(CEO), City Building and Architecture’s Office (CBAO), Health Services Office (HSO), City Environment and Parks Management Office (CEPMO), Permits and Licensing Office, Public Information Office (PIO), Boy And Girl Scouts of the Philippines Baguio Chapter, Philippine National Red Cross (PNRC), and Baguio-Benguet Public Information Civic Action Group (BB-PICAG).

The committee was created to oversee proper implementation of activities, prepare policies, guidelines and measures to ensure the success of the project and seek ways and means by which all activities are properly supported, the administrative order states.

According to BCPO city director Senior Superintendent Ramil Saculles, a security plan was prepared for vehicular traffic; for the central business district, cemeteries and all tourist destinations; and security and order in arrival areas.

“We maintain that we are among the safest cities in Asia,” Saculles noted. “There are no major changes in the Oplan Kaluluwa, but we need to be updated on our volunteers, and force multipliers, emergencies and health concerns, thus a walk-through to be done in the roads before Undas. Parking areas are also being located for the convenience of cemetery-goers.”

Authorities will be looking over seven cemeteries and memorial parks namely the Baguio Cemetery, Baguio Memorial Park along Naguilian road, Bakakeng, Benin in Pinsao Proper, Pyramid, Heaven’s Garden, Everlasting Memorial Park along Loakan and Kias.

Canilao said all efforts are being done for the solemn observation of All souls and All Saints’ day in the city. (PR)
