CSC junks raps against Montoyo

THE Civil Service Commission in Western Visayas (CSC-6) dismissed the administrative complaint filed by former Bacolod City mayor Monico Puentevella against executive assistant Samuel Montoyo.

In his order dated September 7, 2018, CSC-Western Visayas director Rodolfo Encajonado stated that the complaint of Puentevella against Montoyo is dismissed without prejudice to its re-filing in accordance with the 2017 Rules on Administrative Cases in the Civil Service (2017 RACCS).

Encajonado ruled that an examination of Puentevella’s complaint disclosed that it has no certification or statement or non-forum shopping. Moreover, the documents attached to his complaint are not certified true copies.

Hence, this office is left with no recourse but to dismiss the said complaint for non-compliance with the requirement set forth in Section 11 of the 2017 RACCS, the order further stated.

Montoyo said on Thursday, October 18, he received the copy of the order on September 28, dismissing the complaint of Puentevella.

He said Puentevella filed the case against him on May 5, 2018 for violation of Republic Act No. 6713 otherwise known as the code of conduct and ethical standards for public officials and employees, and conduct prejudicial to the best interest of the service.

On his complaint, Puentevella stated that despite being a public officer, Montoyo had indulged himself to politics through his own radio program, or his frequent conduct of press releases, or by filing complaints, except that his main target is to personally attack the complainant and his family.

Montoyo said that this is purely a political harassment and they are also studying to file a case against Puentevella. (MAP)
