Land Bank donates enhanced human resource software

THE Iloilo Provincial Government eyes to have a more efficient electronic system for human resource in 2019 after the Land Bank of the Philippines (LBP) donated an enhanced Human Resources Information System (HRIS) facility to the province.

Governor Arthur Defensor Sr. and Land Bank Iloilo branch assistant vice president and head Hansen Chu led the signing of the memorandum of agreement on October 18, at the Governor’s Boardroom. Provincial Administrator Raul Banias and Landbank account officer Edgar Panaguton served as witnesses.

“This is a very powerful software wherein we will give to the Iloilo provincial government for free,” he said.

The facility is a standard web-based HRIS and payroll software that is tailor-fitted for government institutions.

It features the following modules: recruitment, employee record management, time and attendance, leave management, payroll, employee self-service (ESS), training, and dashboard.

Chu said it aims to help the province comply with the recent Prime-HRM (Human Resource Management) requirement of the Commission on Civil Service. Target of implementation is some time 2019.

Alma Ravena, head of the Human Resource Management and Development Office (HRMDO), said that based on the standard of the CSC, human information data and generation of report should be electronic.

“All personnel data sheets of all 2,250 employees will be encoded. So if you want to find out how many employees we have and their ages, the system can generate them,” she said.

Job application data could also be put on the electronic file such as the general profile of the applicants including their educational background, eligibility, work experience, and relevant trainings, among others.

Chu assured that the system is “very much secured” as it is compliant with all the security requirement. They leave it to the province to make it accessible through local network access or open it to up the internet.

The licensed application is given by Land Bank to their valued partners.

“Land Bank has purchased from our suppliers up to 12 licensed applications that we give to our valued partners. And one of which is the Iloilo provincial government. We want to deepen our already good relationship with the provincial government,” he said.

The HRIS package also comes with two biometric devices with facial recognition.

At present, the Capitol uses six biometric fingerprint scanners. (PR)
