Capitol’s Collective Negotiation Agreement inked

THE Iloilo Provincial Government represented by Governor Arthur Defensor, Sr. and Provincial Administrator Raul Banias and the Association of Provincial Government Employees (AIPGE) signed the Collective Negotiations Agreement (CNA) last Thursday, October 18.

Joecil Mayor, AIPGE president, said the signing is “a historical milestone for the employees of the Iloilo provincial government.”

It is the first time for the Iloilo Provincial Government to have a CNA which is a contract negotiated between an accredited employees’ organization and the management on the terms and conditions of employment and its improvements that are not fixed by law.

AIPGE is the only existing legitimate employees’ organization in the Iloilo Provincial Government registered with the Department of Labor and Employment (Dole) and Civil Service Commission with Certificate of Registration No. 2150.

Last week, the provincial board through Resolution 2018-635 granted Gov. Defensor the authority to sign the CNA.

The CNA aims to foster and promote a noble and enduring relationship between the employees and management through the development of harmonious and sound labor management practices.

It also intends to improve the working conditions and benefits of the provincial government employees.

Under the CAN, both the association and management agree to extend mutual cooperation and assistance to each other with the end in view of enhancing employees’ productivity, efficiency and work satisfaction, and to increase employee morale.

Among the items covered in the CNA are provisions on employee wellness, educational and professional development, benefits and allowances, health support, working hours, overtime pay and other related matters.

It also provides for the inclusion of the AIPGE in committees and bodies mandated by the CSC and Dole such as, Program Awards and Incentives for Service Excellence, Grievance Machinery Committee, Human Resource, Merit Promotion and Selection Board, Performance Management Team, etc.

The CNA shall remain in force and effect for a period of three years.

Mayor expressed gratitude to Governor Defensor for immediately signing the CNA as he assured of a continued harmonious relationship between the union and the management.

He also thanked all the officers and the Board of Directors as well as provincial government officials who contributed a lot in the realization of the historic CNA.

He also cited the help of colleagues from other existing public sector unions and the Philippine Independent Public Sector Employees Association. (PR)
