THE proponent of the third bridge project is asking the Cebu City Government to allow them to reroute traffic along a portion of the Cebu South Coastal Road (CSCR) on certain hours.

In a letter to Mayor Tomas Osmeña, Julio Ruiz Cabrero, the representative of Cebu Link Joint Venture (CLJV), said the traffic rerouting along the viaduct of the CSCR will allow them to hasten the concrete pouring direct to the concrete piles, foundation and sub-structures of the project.

A copy of the letter was also sent to the City Council.

One of the approaches of the Cebu-Cordova Expressway (CCLEX), or the third bridge project, will be along the CSCR.

But Cebu City Transportation Office (CCTO) Operations Chief Fransisco Ouano said there is no certain date yet as to when the rerouting will take place.

“Although they prefer to implement the rerouting at night... we have to study it first and have it referred to our planning division to make sure that it will not cause too much inconvenience to motorists,” he said.

Aside from referring the request to their planning division, Ouano said they will also schedule a public hearing on the matter.

SENER, a Spain-based consultant in collaboration with local firm Filipinas Dravo Corp., conducted a study for the traffic management plan of CCLEX.

The CLJV proposed closing the northbound lane of the viaduct from 10 p.m. to 4 a.m., while motorists can continue using the southbound lane, as suggested by the study.

Motorists will be diverted to the U-turn slot towards the Mambaling Access Road once rerouting takes effect.

“We humbly hope that this request will be granted, allowing us to improve our efficiency in the construction of the CCLEX project,” read a portion of the letter.

The CLJV also made a separate request to the Department of Public Works and Highways (DPWH) 7, which was granted on certain conditions.

DPWH 7 Director Edgar Tabacon said only one concrete mixer truck and one pump truck will be allowed during the pouring activity and these should be positioned near the viaduct coping.

The pouring operation should also be done during low volume traffic.

The CLJV was also directed to secure a traffic clearance from the CCTO. RVC
