FORMER Bacolod City councilor Lyndon Caña filed his certificate of candidacy (COC) as a nominee of Citizens’ Battle Against Corruption (Cibac) party-list.

Cibac party-list is founded by Bro. Eddie Villanueva, whose son Joel Villanueva became its first nominee in 2001 and later became a senator.

For the 2019 elections, Cibac’s first nominee is Bro. Eddie Villanueva followed by Domingo Rivera of Metro Manila and Caña as the third nominee.

Caña was a former two-time independent councilor of Bacolod City, from 2001 to 2006.

During his stint as councilor of Bacolod, he posted the highest number of ordinances and resolutions authored and passed and had perfect attendance in his first term.

He capped his stint as a local legislator by having been chosen as one of the 10 Outstanding Councilors of the Philippines for 2006 by the Junior Chamber International Philippines, in partnership with the Philippine Councilor’s League, the Catholic Bishop’s Conference of the Philippines (CBCP) and the Office of the late senator Edgardo Angara.

Caña was an honors graduate of AB Political Science and leadership awardee of the University of Negros Occidental-Recoletos where he also took law.

A practicing lawyer since 1990, he used to teach in the College of Law of the University of St. La Salle (USLS)-Bacolod.

Before becoming a lawyer, he worked as an associate researcher with the Institute for Social Research and Development of USLS which received a grant from the Ford Foundation for the study of local governance in the Philippines, the results of the studies are now incorporated in the current Local Government Code of the Republic of the Philippines.

Caña hopes and prays to be the people’s independent watchman in Congress, continuing Cibac’s advocacy with his own brand of tireless legislation and principled fiscalization as he was known for while still serving as a local legislator in Bacolod City.
