‘Fix CCTV’s instead’

CEBU CITY Councilor Joel Garganera criticized Mayor Tomas Osmeña’s plans for the City to buy dash cameras for 1,000 public utility jeepneys (PUJ) at a budget of P5 million, which was approved recently by the Council.

Garganera said the city has 153 closed circuit television (CCTV) cameras in strategic areas.

However, a survey by the Department of General Services found that only 77 of these cameras are active, 53 are not functioning, and 20 old ones are unusable.

The councilor said that instead of buying dash cameras, the mayor should allocate funds to repair the CCTV cameras and even purchase new ones.

“Kon mao nang estoryaha nga butangan og dash cam ang PUJ, di layo ang iyang mga plano nga ang tanang mga tawo butangan og body cam. Unaha sa ang repair kay these are very vital di lang tungod sa krimen kon dili gamit sad ni sa mga aksidente sa sakyanan (If that’s the case that we put dash cams on PUJ’s, that’s not too far from putting body cameras on people. Repair the existing cameras first because these are vital not only to preempt criminality but also to monitor vehicular accidents),” said Garganera.

Garganera said that placing the price of a dash cam at P5,000 for every jeepney appears “overpriced” since they can be bought at a much lower cost.

“Naay dash cam ang akong sakyanan, apan P3,500 ra man gani. Unya nindot pa kaayo og specification. Nganong P5,000 mani ang iyaha (I have a dash cam in my car, but it only costs P3,500 and it has very good specifications. So why does his cam cost P5,000)?” said the councilor.

Although he admits that dash cams are also deterrents to crimes, he explained that even First World countries prioritize CCTV cameras in the streets. (PAC)
