Bidding for resource center starts November 9

THE Cebu Provincial Government is set to open for bidding the construction of the 20-storey resource center at the Capitol compound.

Provincial Engineer Hector Jamora said the bidding will open at 10 a.m. of Nov. 9 at the Bids and Awards Committee conference room at the Capitol.

Despite worries that the presence of the building will deface the historical significance of the Capitol building, Jamora says the construction will push through. The building will have a parking area at its basement, he said.

If there was anything questionable, we’d stop it. So far, there is none, so we’re pushing through with it),” said Jamora.

The Cebu Provincial Government through Gov. Hilario Davide III and the Development Bank of the Philippines through its chairman Alberto Romulo signed a memorandum of agreement last June 1 for a P1.525 billion loan to build the resource center.

On the same month, the Provincial Board allowed the loan, which will be paid in 10 years with a fixed interest rate of 2.9 percent every year.

Under the agreement, the Province will start paying the interest from the first month to the 36th month, and the principal will be paid from the 37th month to the 120th month.

Capitol’s website stated that the Approved Budget for the Contract (ABC) for the resource center amounts to P1.3 billion. It will be finished within 790 days.

For a bidder to qualify, its license category must be at “AAA” and the license classification should be “Large B” from the Philippine Contractors’ Board (PCAB). It should have a track record of having finished a similar government project that was not less than 50 percent of the ABC.

The firm’s financial contracting capacity should also equal the ABC.

The bidding shall be conducted through open competitive bidding procedures based on the 2016 revised implementing rules and regulations of Republic Act 9184 or the Government Procurement Reform Act.

The bidding firm should be owned by a Filipino or about 75 percent of its outstanding capital stock should be owned by a Filipino. (SCG)
