CITY of San Fernando Mayor Edwin Santiago said good service comes from the mind and heart during the awarding ceremony of the Program on Awards and Incentives for Service Excellence (Praise) on Monday, October 29, at city hall.

“Good service comes from the mind and the heart. I am proud that this value is being given by employees to the city,” said the mayor.

Praise is an annual recognition of selected local government departments and employees, who all displayed outstanding public service in compliance with the Civil Service Commission’s Memorandum Circular No. 01, s. 2001.

According to Santiago, public service does not only require one to be an intellectual, but to be kind-hearted as well, citing that great service goes along with great skills, attitude and company.

The citations include the lifetime achievement award, career and self-development award, exceptional public servant award, and special recognitions.

Some 10 individuals were given the lifetime achievement award, a recognition given to voluntary and compulsory retirees who are 60 to 65 years old who rendered at least 15 years of service. The awardees include Leonora Canlas (City Treasurer’s Office), Jesusa Limbitco (City Health Office), Fe Masangcay (City General Services Office), Hilaria Penollar (City General Services Office), Alicia Maglambayan (City General Services Office), Naty Moncada (City General Services Office), Rosalina Perez (City Civil Registry Office), Iris Biliwang (City Social Welfare and Development Office), Antonia Dayrit (City Social Welfare and Development Office) and Dr. Elma Manarang (City Health Office).

Joining the list of awardees were seven recipients who took the career and self-development award, which is a recognition award to employees who earned a second bachelor’s degree and a post-graduate degree. The awardees were Registered Social Worker Marife Bengco, Paul Martin Dizon, Christine Estacio, Maria Isha Ganzon, Joseph Garcia, Sheryl Santos, and Leah Kristine Solomon.

The exceptional public servant award was given to 17 individuals who worked most effectively and efficiently for the improvement of public service and have performed exemplary dedication and contribution to duty. The awardees include Francisco Cangco (City Agriculture and Veterinary Office), Lany Manaloto (City Health Office), and Maria Teresa Doble (City Budget Office).

Meanwhile, for the special citations, there were nine awardees whose achievements for the year 2017 in local, regional, and national levels made an impact and contributions to the city government. The awardees include the Internal Monitoring Team, City Disaster Risk Reduction and Management Division, City Employment Service Division, Aylmer Anthony Alimurong, Myrna Antoinette Dela Cruz, City Civil Registry Office, and City Employment Services Division.

Also present in the awarding were Vice Mayor Jimmy Lazatin and City Human Resource Management Officer Rachelle Yusi.
