How competitive are Cebu’s cities and towns?

CEBU’S competitiveness among the country’s provinces greatly improved this year, but it was not enough to dislodge Bohol from its top rank among Central Visayas provinces.

Cebu ranked 25th among 75 provinces in the 2018 Cities and Municipalities Competitiveness Index, an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees with the assistance of the United States Agency for International Development.

The overall scores of the cities and municipalities were the basis for the provincial ranking.

Cebu’s 25th place in 2018 was a big improvement from its rank of 44th in 2017. But Bohol still ranked better at 12th, as it also improved on its ranking of 23rd in 2017.

Trailing Cebu in Region 7 were Negros Oriental in 38th place and Siquijor in 52nd place.

Competitiveness was measured as the sum of the scores on four indicators: economic dynamism, government efficiency, infrastructure and resiliency.

• Business registration efficiency

• Compliance to Business Permits and Licensing System standards

• Compliance to national directives for local government units (LGU)

• Ratio of LGUs’ collected tax to LGU revenues

• Most Competitive LGU awardee

• Social protection

3 Infrastructure

• Existing road network

• Distance from city/municipality center to major ports

• Department of Tourism-accredited accommodations

• Availability of basic utilities

• Annual investments in infrastructure

• Connection of information and communication technology

• Number of public transportation vehicles

• Health infrastructure

• Education infrastructure

• Number of ATMs

4 Resiliency

• Organization and Coordination: Land Use Plan, Disaster Risk Reduction Plan, Annual Disaster Drill, and Early Warning System
