Finance committee approves P3-B MisOr budget

THE finance and appropriations committee of the Misamis Oriental Provincial Board is set to endorse to the plenary the P3-billion proposed budget for 2019 which was already approved in the committee level.

Board member Gerardo Sabal, committee vice chair, said the legislative body is likely to approve the said budget in November, after it is finalized.

"Basin within this month ma-forward na sa plenary for the approval sa tibuok Sangguniang Panlalawigan (Maybe it will be forwarded to the plenary this month for the approval of the Provincial Council)," Sabal said.

Governor Yevgeny Emano proposed a P3-billion budget, about eight percent higher than the 2018 budget of nearly P2.8 billion.

"Mga 8-9 percent lang ang increase from the existing budget nga close to P2.8 billion (More or less eight to nine percent increase from the existing budget which is close to P2.8 billion)," he added.

Sabal said Emano's proposed budget for next year is fair and reasonable and will likely get a thumbs up from the rest of the board members.

He explained that the budget is also achievable after talking to the local finance committee and looking into the locally-sourced income of the province.

"Dili man kita magpataka hatag og budget unya ang income dili ma-meet ug among gitan-aw achievable gyud kaayo ug walay rason nga dili namo i-approve (We just don’t approve budget that won’t meet the income, but if it’s achievable then there’s no reason not to approve),"Sabal said.

Sabal said the budget is focused on social services, health through the Misamis Oriental Cares System (MisOr Cares), disaster preparedness and Emano's flagship program on tourism.

Newly appointed board member President Elipe, who keenly scrutinized budgets during his stint as councilor in Cagayan de Oro City, said he respects the board members who reviewed and studied the budget.

He said he will not scrutinize or oppose the budget as soon as it is brought to the plenary.

"No reasons for me to object unless otherwise naay mga programs ni Governor Bambi nga ilang i-cut out or undangon labi na mga major programs (.....there are programs of Governor Bambi which they will cut out or stop especially the major programs)," he said.

"I will not be scrutinizing it as if magsugod ko sa sinugdanan kay unfair sa members especially those nga nag-review sa budget (...start all over because it will be unfair to the members especially those who review the budget)," he added.
