DAVAO City Mayor Rodrigo Duterte presented to the public Sunday an identification card (ID) with the name and picture of House Speaker Prospero Nograles at the front and the name of Dabawenyo voter at the back with a corresponding slot for the precinct number.

In his television program “Gikan sa Masa, Para sa Masa,” Duterte said the Nograles ID serves as passes of the Dabawenyos to avail of the various programs of the government.

The ID showed that bearer of the card would be able to avail of medical, scholarship, skills training and PhilHealth. On the lower left side of the ID, a space for the precinct number of the bearer was allotted.

Duterte said this just proves that the services being offered by Nograles is only for voters and not for every Dabawenyos, especially the minors who could not vote yet.

But in a text message Sunday, Nograles explained that the ID was intended for field leaders who go to the congressional office so they could readily be given special attention by his staff upon presentation of the card.

“No more questions or interviews from our staff who do not know all our field leaders. That’s our system,” Nograles said.

The House Speaker said giving IDs to their members/supporters is but normal as Duterte’s Hugpong also gives out membership ID cards to their members.

“You mean Duterte’s Hugpong do not have IDs? Wow,” Nograles said.

Mayor Duterte said the bearer of the Nograles ID who submits the same to the office of the congressman is also given P200.

“Maayo na, adto mo didto ug lukata ninyo ang kwarta kay inyo man na. Butangi ninyo na ug mga hawshaw na presinto ug adto mo sa ilang opisina (That's good. You go to their office and get your money. You just put whatever precinct number your want on the card),” Duterte said in a sarcastic tone. (BOT)
