Quitain being SAP, not permanent

DAVAO City Councilor Melchor "Jay" Quitain Jr. said his father was designated and not permanently appointed by President Rodrigo Duterte.

“Sa akong view, dili gyud to siya permanent appointment, it is only designation. Kung makita nato ang terminologies, in the legal point of view, lahi man ang permanent appointment sa designation (In my point of view, it was not a permanent appointment but a designation. In the legal point of view, permanent appointment is different from designation),” Quitain said during the Pulong-Pulong ni Pulong (PPP) yesterday.

Last Friday, November 9, President Rodrigo Duterte designated the Office of the President (OP) Undersecretary Jesus Melchor Quitain as Officer-in-Charge of the office of the Special Assistant to the President (SAP) through the Memorandum from Executive Secretary Salvador Medialdea.

“When you are designated, you are already in public office, but additional duties are being given to you. So it is just an imposition of additional duties to a person who is already in public office,” Councilor Quitain said.

He explained that Quitain said he likes to work for Duterte.

Meanwhile, he said that his father thrives in office works and that the job given to him will be like a medicine for him.

“My father thrives on work. If you don’t give him work, you will get sick. If you give him work, that is actually good for him,” he said.

“Ang sa akin lang ay, that is a very big job,” he said, adding that former SAP Bong Go would even go wherever the President goes and his father is already the same age as the President.
