City, firm ink deal on traffic, parking

THE Cebu City Government is expected to re-deploy its personnel to traffic management and help ease vehicular congestion soon.

During the regular session Tuesday, Nov. 13, the City Council approved a joint resolution filed by Councilors Jerry Guardo and Eugenio Gabuya Jr. authorizing Mayor Tomas Osmeña to enter into and sign the joint venture agreement with Tokagawa Global Corp. (TGC) president Solomon Say, for the development and modernization of the City Government’s on-street pay parking management and collection services.

The proposal will be implemented in phases starting in the downtown area including Carbon Public Market.

Once the deal is sealed, Tokagawa will be granted the exclusive right to administer and manage all existing parking slots and spaces that are currently under the administration of the City for a period of three years.

The City shall be entitled to a 22-percent share based on the gross revenue, less value added tax, provided that it shall be in no case less than a guaranteed minimum annual income of P8,798,088.50.

Aside from this, the 116 parking aides currently employed by the Cebu City Transportation Office were assured that they get to keep their jobs.

“There will be no displacement, all parking aides will remain. They will be regularized after six months and Tokagawa will hire more eventually as they’re planning on adding another shift,” Gabuya said.

TGC will need around 144 parking attendants who will operate in two shifts starting from 7 a.m. up to 7 p.m., and Mondays to Saturdays, excluding holidays.

Tokagawa will also use handheld point of sales parking management devices in operating street parking activities.

It will also provide the necessary equipment, technology, management, manpower, street pavement and road paintings, and signage to implement the proposed project at no cost to the City.

Established in 2004, TGC has engaged in parking operations, including organized manual and electronic pay parking services for private cars, provincial buses, public utility jeepneys and tricycles since 2007. (RTF)
