Davide defends lowest bidder

CEBU PROVINCIAL GOV. HILARIO DAVIDE III defended the choice of WT Construction Inc., saying it is the lowest bidder for the Provincial Resource Center project.

He clarified that it is not yet final that WT Construction will be the one to build the 20-storey Provincial Resource Center.

He said the firm only qualified as the lowest calculated bidder during the bidding session Friday last week.

It will have to go through the post-qualification process to determine if its documents are responsive.

To recall, it was WT Construction that built the controversial Cebu International Convention Center (CICC), which the Davide administration has constantly criticized for its questionable construction.

During his term, Davide had repeatedly said that he will not repair the building, which had been idled and unusable since it was hit by a typhoon and an earthquake in 2013.

He said the structure is not the problem, but the manner the bidding process for the CICC was carried out.

The participation of so many sub-contractors in the CICC project was what caused the controversy.

Former governor and now Rep. Gwendolyn Garcia, on the other hand, said the Davide administration is eating its own words in criticizing the CICC project, which was built during her administration in 2006.

Garcia said it is up to the Cebuanos to judge the hypocrisy of Capitol’s current leadership.

“Angay siguro ang mga Sugbuanon na mismo maoy mo-husga ana nila. Kani bang mga magpaka-aron ingnon ba nga mga labihan kunuhay sila ka mga tarong pero mao ra’g gipakabulok na man lang pud nila ang Sugbo (It’s better that the Cebuanos themselves judge them. Some people pretend to be upright, but it appears they’re making a fool out of Cebuanos),” said Garcia.

It was the WT Construction that supplied and installed the steel components of CICC and likewise handled the development of architectural, structural, plumbing and electrical works. (from AZLG of SuperBalita Cebu)
