CPDRC warden hesitant to accept Naga inmates

IF IT were up to the Cebu Provincial Detention and Rehabilitation Center (CPDRC) warden, he would prefer not to accept more inmates in the provincial facility.

This is because the number of prisoners in the jail has not gone down significantly since the CPDRC stopped receiving inmates last August, said jail warden Reynaldo Valmoria.

The management of the Naga City Jail wants to transfer some of its inmates to the CPDRC and the Female Dormitory of Cebu City Jail.

This after cracks were discovered in the city jail, which is located in the mountain part of Barangay Naalad in the City of Naga.

Valmoria said that for now, he wants to focus on how to decongest the facility. Since he stopped accepting new inmates in the provincial jail, Valmoria noticed that fewer inmates got sick.

“At least karon, wala na may patay sa sakit diri. Medyo ni-subside na ang sakit sa mga piniriso (At least now, there are no more deaths due to sickness. Illnesses have gone down),” said Valmoria.

Before the moratorium on the acceptance of CPDRC prisoners, the number of inmates reached 3,930. Now, the provincial jail has only 3,700 residents.

But Valmoria said the jail’s capacity is only for 1,500 inmates.

“I just want it to go down,” said Valmoria of the number of provincial inmates.

One of the steps to decongest the CPDRC was to transfer the inmates attending hearings at the Argao Regional Trial Court (RTC) to the Bureau of Jail Management and Penology (BJMP) district jail, which is also in Argao.

Valmoria also plans to do this with inmates whose cases are under the jurisdiction of the Carcar RTC since Carcar City also has its own BJMP facility.

But if Gov. Hilario Davide III agrees to accept the inmates, then Valmoria said the CPDRC will make a formal manifestation regarding the inmates’ sorry situation in jail due to overcrowding.

JSupt. Reynante Rubio, warden of the Cebu City Jail, said he will just wait for the order of the BJMP regarding the transfer of Naga’s inmates. He said that the city jail is also overcrowded, but he will find a way if it is ordered by the regional office. (from AZLG & PAC of SuperBalita Cebu)
