Pangan: Enhancing the city's economic development

CITY Planning and Development Office (CPDC) head and concurrent City Administrator Rosan Paquia showed me the proposal of Manila Kleanfuel Corp. to locate in Barangay Mabiga Mabalacat City to serve as an oil depot, much similar to the Pandacan oil depot which has been relocated elsewhere due to public clamor and environmental and safety concerns.

The proposal was not given due course at the City Council hearing due to the probable bad impact of the proposed oil depot to the surroundings and health of residents of Barangay Mabiga.

The regular Monday flag ceremony on November 12, featured the City Planning and Development Office headed by the concurrent City Administrator who enumerated the office's accomplishments like the completion of the Comprehensive Development Plan, making Mabalacat City the first LGU to submit such plan in the region; the local public transport route plan, in coordination with the Department of

Transportation and the initial stages in the completion of requirements for an ISO 9001:2015 certification, under the aegis of the Anglo Japanese

American Registrars (AJA).

CPDC is at the Stage 2 of the certification process which it primus inter

pares amongst the departments and offices of the city government.

Rosan aims to encourage the other offices to undergo ISO certifications

to make them competitive globally and exist under world-class standards.

CPDC makes plans, envisions and visualizes them to arrive at roadmaps

for the city's use. It is the task of the office to evaluate proposals and ascertains the business worthiness of proponents.

It is at the center of conceptualizing projects to enhance the city's economic development and progress. It is therefore a vital department in the city's growth.

One office which needs deep recognition and entitlement is the City Cooperative Development Office headed by Cezar "JC" Marucut who laments that his office is relatively small to accommodate the public who have concerns about cooperatives. It has no service vehicle to be used in several of the cooperative's commitments.

It oversees several city cooperatives and meets with the members.

It has received the 2018 Galal Parangal Kareng Kooperatiba ning Pampanga and JC was named Most Outstanding Cooperative Development Officer on October 29, 2018 at the City of San Fernando.

The Mabalacat City Cooperative Development Council was also recognized as the Most Outstanding Cooperative Development Council.
