'Samuel' slows down

TROPICAL Depression Samuel slightly slowed down Tuesday evening, November 20, while moving toward the Leyte Gulf Area, said the state weather bureau.

It is still expected to make landfall in the area between the southern portion of Eastern Samar and Dinagat Islands Tuesday night, according to the 8 p.m. advisory of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).

As of 7 p.m. Tuesday, the center of Samuel was located at 135 kilometers east southeast of Guiuan, Eastern Samar.

Pagasa said the tropical depression has maximum sustained winds of up to 55 kilometers per hour (km/h) near the center and gusts of up to 65 km/h.

Samuel is moving west northwest at 15 km/h, Pagasa added.

Tropical Cyclone Warning Signal (TCWS) Number 1 was hoisted over Masbate including Ticao Island, Romblon, southern Oriental Mindoro, southern Occidental Mindoro, and Palawan including Cuyo Island and Calamian Group of Islands in Luzon; Northern Samar, Eastern Samar, Samar, Biliran, Leyte, Southern Leyte, Bohol, Cebu, Siquijor, Negros Oriental, Negros Occidental, Guimaras, Iloilo, Capiz, Aklan, and Antique in the Visayas; and Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur, Misamis Oriental, and Camiguin in Mindanao.

Pagasa said moderate to rains, which may trigger flooding and landslides, is expected over Visayas, Bicol, Mimaropa, southern Quezon and Dinagat Islands.

"Residents of these areas, especially those living near or in river channels, low-lying and mountainous areas, are advised to take appropriate measures, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates," said Pagasa.

It also warned fisherfolk and those with small seacraft not to venture out over the areas under TCWS Number 1, as well as the northern and eastern seaboards of Luzon.

Pagasa added that Samuel is expected to be at 50 kilometers southwest of Cuyo, Palawan by Wednesday afternoon, and outside the Philippine area of responsibility by Friday afternoon, November 23. (SunStar Philippines)
