TROPICAL Depression Samuel posed a threat to the southern portion of Eastern Samar where it is expected to make landfall between 12 a.m. and 2 a.m. Wednesday, November 21, said the weather bureau.

As of 10 p.m. Tuesday, the eye of the tropical depression was located at 90 kilometers east northeast of Guiuan, Eastern Samar, packing maximum sustained winds of 55 kilometers per hour (km/h).

Samuel was moving northwest at 15 km/h, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).

Tropical Cyclone Warning Signal (TCWS) Number 1 was hoisted over Masbate including Ticao Island, Romblon, southern Oriental Mindoro, southern Occidental Mindoro, and Palawan including Cuyo Island and Calamian Group of Islands in Luzon; Northern Samar, Eastern Samar, Samar, Biliran, Leyte, Southern Leyte, Bohol, Cebu, Siquijor, Negros Oriental, Negros Occidental, Guimaras, Iloilo, Capiz, Aklan, and Antique in Visayas; and Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur, Misamis Oriental, and Camiguin in Mindanao.

Pagasa said the tropical depression will continue to bring winds of 30 to 60 km/h with moderate to heavy rains which may trigger flooding and landslides over Visayas, Bicol Region, Mimaropa, and southern Quezon.

It advised residents in those areas, especially those living near river channels, in low-lying areas and in mountainous areas, to take appropriate actions against possible flooding and landslides, coordinate with local disaster risk reduction and management offices, and to continue monitoring for updates.

Fisherfolk and those with small seacrafts are advised not to venture out over the seaboards of areas under TCWS Number 1 as well as the northern and eastern seaboards of Luzon. (SunStar Philippines)
