23 minors rescued in KTV bar, internet cafe

THE Regulatory and Complaint Board (RCB) has rescued anew some 23 minors during their inspection in KTV Bars, hotel and motels, including spa around the Divisoria area.

Lawyer Edgardo Uy, RCB chairperson, said they rescued four minors from internet cafes, and 19 from KTV bars.

Uy said the internet cafe where they found the minors were previously cleared and got a compliant sticker from the RCB. The sticker was immediately removed finding 4 minors there on its Thursday inspection.

The 19 minors who were found in the KTV bar were celebrating a birthday party since they allegedly have no classes.

The minors were turned over to the City Social Welfare and Development for counselling. It will also contact the minors' families.

Under the city's Comprehensive Children's Welfare Code, an establishment found violating the regulations will pay a penalty worth ranging from P1,000 to P5,000 and a possible cancellation of their business permit.

Under the Children's Welfare Code, minors are not allowed to play computer or video games from 7 a.m. to 3 p.m. during school days, and internet café owners are prohibited from allowing children to access pornographic sites, nor be engaged in any pornographic activities through the internet.
