Hidalgo: Aspects of commendable development in Mindanao

THE Philippine Drug Enforcement Agency (PDEA) urged parents to back drug testing because there is nothing to fear.

They should be thankful to the government that early intervention will be given to those who will be tested positive. The drug testing will be mandatory for all students in high school. Parent's consent is a must. This testing is not to harass parents nor students but an effort to ensure a drug-free environment in school. I would recommend that these findings will be kept confidential.

Three rural health centers were established to provide residents living in far-flung districts to avail of medical services. The city mayor attended the blessing of Calinan and Tugbok Health Centers. Through the centers, the government aims to bring services closer to the people. However, these facilities will only handle the treatment of minor cases. The centers are equipped with brand new equipment funded by the DOH, while the building was funded by the Department of Public Works and Highways.

The 17th Malasakit Center recently opened in Sultan Kudarat. Here, indigent citizens can ask for financial assistance to help them in their needs.

In line with the World Toilet Day celebration, the ceremonial turnover of the community sanitation facilities was held in Purok 7, Barangay 23. Five sanitation facilities were constructed. This is to reduce and prevent risks and disasters created when foul wastes are thrown into the sea. The communities concerned are Barangays 21, 22, and 23 where open defecation is practiced. The comfort rooms will prevent the residents from getting illnesses and help clean the coastal areas. One sanitary unit will have 10 cubicles equipped with water and electricity. The users of these facilities will shoulder electricity bill and maintenance.

Lastly but as interesting is the issue on accidents and injuries during New Year. Davao is known for its prohibition of firecrackers to prevent injuries, loss of fingers, and death. This is a law and offenders are apprehended .

I never experienced this since our family spends New Year in Manila. I will write about the Torotot festival for this coming new year. In the past years they were happy just clapping with metal kitchen equipment, drum and yes, the trumpets or "Torotot."

This year, Phoenix will sponsor the unique "Torotot Festival." The festival has three contests -- The Giant Torotot, the Torotot-inspired costume, and the Torotot group dance competition. Competition is open for all Barangays in the city. Deadline for submission of entries is December 20 at 4 p.m. Prizes are P50,000 for the first place; second place will get P30,000; and third placer will get P10,000. Consolation Prize is P5,000.
