House approves bill requiring automatic motorcycle headlights

A TOTAL of 215 lawmakers voted in the affirmative to approve on third and final reading House Bill No. 8322, or the “Mandatory Automatic Headlights On for Motorcycles Act," on Monday night, November 26.

The bill requires all motorcycle riders to automatically turn on and ride with their headlights on at all times on all roads “to reduce fatal accidents involving motorcycles".

Section 5 of the measure states that following the enactment of the bill, all motorcycle manufacturers, assemblers and distributors must ensure that all motorcycles they will sell are equipped with automatic headlights on its system.

No new motorcycle shall be allowed to be registered unless it is equipped with automatic headlights, the bill states.

The bill mandates the LTO to impose fines and penalties on riders, manufacturers, assemblers and importers found violating any provisions of House Bill 8322.

The bill imposes a minimumm of P1,000 up to P2,000 fine for first time violators, P2,500 to P3,000 fine for second time violators and P3,500 up to P5,000 fine for third time violators and suspension of driver’s license for a period of one month for the third and succeeding violations.

For the manufacturer, distributor of the motorcycle found without automatic headlights, the bill imposes the following penalties: a minimum fine of P5,000 up to P10,000 and suspension of the license to manufacture, assemble, import and distribute for one year for the first violation; a minimum fine of P10,000 up to P20,000 and suspension of license for two years for the second violation; and a fine of P50,000 and suspension of license for five years for the third violation.

The bill was introduced by Representatives Mariano Michale Velarde Jr., Cesar Sarmiento, Romeo Acop, Karlo Alexei Nograles, Carlito Marquez, Raneo Abu and Johnny Pimentel, among others. (SunStar Philippines)
