BAC to Davide: Award project to CICC contractor

THE lone qualified bidder for the construction of the P1.2 billion Provincial Resource Center passed the post-qualification process conducted by the technical working group (TWG) of the Capitol’s Bids and Awards Committee (BAC).

After 12 days of post-qualification process, the WT Construction Inc. was chosen by the BAC-TWG to construct the 20-storey center.

The BAC-TWG drafted a recommendation to Gov. Hilario Davide III to award the contract to WT Construction despite its involvement in the construction of the controversial Cebu International Convention Center (CICC).

But for BAC vice chairman Jone Sepe, WT Construction’s involvement in the CICC construction is a non-issue as it completed the project and was eventually paid for its services.

Another basis for approving the post-qualification bid is the number of projects it had completed as a contractor.

“It was noted in their TWG report that a lot of their completed projects were government projects—in Talisay City, Carcar City, Consolacion—and that also included the CICC project. All of those presented yesterday indicate that as far as projects are concerned—physical and financial completion—all were documented and the work was completed and they were paid,” said Sepe.

Aside from completed projects, the BAC-TWG saw no discrepancies in WT Construction’s ongoing and existing government projects.

The Department of Public Works and Highways also saw no problem in WT Construction’s completed projects for the agency, said Sepe.

Sepe said the construction firm completed and authenticated the legal and technical documents following verification from various government agencies.

Sepe said the firm’s P1.298 billion bid to construct the Provincial Resource Center is P40 million less than the approved budget for the contract.

But even if Davide approves the BAC’s recommendations, WT Construction cannot construct the project just yet. The Cebu Provincial Board still has to authorize Davide to enter into contract with WT Construction. (from AZLG of SuperBalita Cebu)
