Baguio backyard hog raisers to get loan

BACKYARD hog raisers in the city will be given the opportunity to coordinate with the Office of the City Social Welfare and Development (OCSWD) for possible loans once the implementation of demolition orders against backyard piggeries will pursue.

Betty Fangasan, Head of OCSWD said the loans will assist them in their employment or other forms of livelihood they may choose as a substitute to backyard piggery.

“Aside from loan assistance, we may also endorse them to the Technical Education and Skills Development Authority (TESDA) to undergo skills training. We may also assist them in looking for other alternatives and assistance provided for by other agencies of government,” Fangasan explained.

At present, OCSWD is still awaiting coordination between them and the task force on backyard piggery on how to assist the soon to displaced entrepreneurs.

Mayor Mauricio Domogan created Task Force Piggeries which spearhead the conduct of a census of all the established commercial and backyard piggeries in the city's 128 barangays and for the owners of the said piggeries to dispose their animals within a prescribed timeframe.

The inter-agency task force is spearheaded by representatives from the Cordillera offices of the Environmental Management Bureau (EMB-CAR) and the Housing Land Use Regulatory Board (HLURB).

Domogan created the inter-agency task force to help intensify the all-out campaign of the local government against the proliferation of piggeries in the city's different barangays to prevent the worsening pollution in several bodies of water in the due to the alleged unabated dumping of animal waste to the various rivers.

In June, Reynaldo Digamo, EMB regional director, claimed Gibraltar recorded the highest number of pig population with 254, followed by Pacdal with 174, Outlook Drive – 111, St. Joseph Village – 81 and Lualhati – 24.

EMB-CAR identified the operation of backyard piggeries as one of the major pollutants of the various tributaries of major water systems in the city because some of the piggeries directly allow the waste from the said piggeries to directly flow to the city's water system which is already considered to be punishable by law.

The issuance of the order was anchored on the provisions of Republic Act (RA) 8749 or the Philippine clean Air Act, RA 9275 or the Philippine Clean Water Act and RA 9904 or the Magna Carta for Homeowners and Homeowners Associations which actually prescribe the standards for the existence of piggeries within residential areas.
