Oca reconvenes Traffic Management Board

CAGAYAN de Oro City Mayor Oscar Moreno on Tuesday, November 27, issued a memorandum order reconvening the Traffic Management Board (TMB) to help solve the traffic problem in the city.

In the order, Moreno said his administration considers traffic management as an important aspect of local governance under his eight-point agenda.

The influx of migrants in the city has dramatically increased, thus there is a need to create a rational and sustainable City Traffic Development Plan.

Transportation consultant Avalyn Cahulogan was chosen as chairperson while Colonel Mario Verner Monsanto, the executive overseer of Roads and Traffic Administration (RTA) will co-chair.

Members include City Councilors Romeo Calizo, Teodulfo Lao Jr., John Michael Seno, Land Transportation Office regiona director Rhodelio Poliquit, Land Transportation Franchising and Regulatory Board (LTFRB) director Aminoden Guro, Cagayan de Oro Police Director Senior Superintendent Nelson Aganon, and Senior Superintendent Conrado Villanueva, chief of the Regional Highway Patrol Unit.

Also included are City Administrator Teddy Sabuga-a, RTA assistant head Engr. Nonito Oclarit, Assistant City Legal Officer lawyer Reymond Villablanca, City Engineering Head Rolando Pacuribot, and Engineer Isidro of the City Building Official.

The president of the Association of United Taxi Operators in the city Fernando Lemena, Samuel Abello, Paul Cempron as representative of the motorela drivers, Walter Raagas of Shell Petroleum Dealers Association, Dr. Anabel Abuzo of Xavier University, Michael Bustamante as the mass media representative, and Allan Gamba Sr. of the CDO Taxi Drivers' Association.

The board is tasked to identify traffic bottlenecks, formulate traffic engineering schemes, recommend ordinances to support the proposed schemes, review major development proposals that would likely affect traffic, among others.

Councilor Lao said, the TMB is the policy body of the city which will handle traffic management.

Lao said it's about time that the city has a comprehensive traffic plan than just let the RTA handle it alone and apply rather "band-aid solutions" to the traffic problem.
