CNU’s vision: Leading multidisciplinary research university

THE vision of Cebu Normal University (CNU), says its president, Dr. Filomena T. Dayagbil, is to be “a leading multidisciplinary research university of education, committed to building a strong nation.”

Toward this end, Dr. Dayagbil has formulated her strategic directions for her four-year term as president of a university that is already ISO-certified.

She said the university must sustain quality and relevance through blended instruction. The university will have faculty- and student-exchange programs, will streamline processes, will develop faculty and staff, will work for a student mobility program and will pursue quality assurance mechanisms. CNU will also work in enhancing research, development and innovation toward generating patents, inventions, copyrights; establish a Research Ethics Committee; expanding community engagements and linkages by strengthening linkages with international and national agencies and expanding the needs-based extension projects; automating university operations and university website; and maximizing resource generation and utilization by creating training centers for short-term courses.

As research is a CNU focus, it has five research institutes under the oversight of Dr. Angeline M. Pogoy, CNU’s vice president for research, extension and publication. The research institutes are for Ageing and Health, Computational Mathematics and Physics, Innovative Instructional Delivery, Public Governance, and Tropical Biology and Pharmacological Biotechnology.

The Ageing and Health research institute under director Dr. Laurence L. Garcia, aims to produce knowledge and innovations in gerontology and public health, so the ageing population can cope with the changing environment. Its ultimate goal is to have a better understanding of gerontology, come up with new health care ways, use the knowledge gained in various facilities and settings, and to be a resource center of gerontology.

The vision of Dr. Roberto B. Corcino, director for the research institute of Computational Mathematics and Physics, is to produce quality researches in these fields to capacitate 21st century learners and educators. The goal is to determine research trends in these fields that are applicable to teaching and learning, to come up with fully funded researches that will be published in papers and journals, to host trainings and to design algorithms for universities and industries, and to develop a specialized journal on computational mathematics and physics.

The institute for research and Innovative Instructional Delivery, under Dr. Reynaldo B. Inocian, focuses on research and innovation on Ethno–Malayan culture and heritage. Its goal is to understand the culture with regard to education and to utilize the knowledge gained to improve instructional delivery as well as to establish an Ethno-Malayan Resource Center.

Dr. Gary N. Lapiz heads the research institute for Public Governance and its vision is to specialize in local governance attuned to the Philippine setting. Its ultimate goal is to understand the peculiarities of local governance in southern Philippines and to empower local government officials in this area.

The Research Institute for Tropical Biology and Pharmacological Biotechnology is under Dr. Milagros M. Greif. She sees the institute as a catalyst to advance her fields of research through research and development, education, innovation and technological applications within the national environment.

Dr. Pogoy emphasizes that the ultimate goal of these research institutes is to make use of the findings in the community, the nation, and when applicable, the world. The results will not be stored in the confines of the university.

Dr. Pogoy earned a degree in Education, major in Mathematics, minor in Science and Theology from St. Theresa’s College. She reveals that her passion for research was kindled by her adviser in STC, professor Lourdes Esmero. She has a Doctorate in Education Management from CNU and is finishing her dissertation for a Doctorate in Research and Evaluation.

Dr. Dayagbil, who has a PhD in Education, also earned her Basic Education, Major in English degree in STC. She retained, after all these years, her values formation to be a servant leader. She has spent 26 years with CNU, 11 years of which she was dean of the College of Education. With her at the helm of CNU, the vision of being CNU as a leading multidisciplinary research university will be realized.
