Anti-scalping measure filed at House

A BILL prohibiting the buying and selling of admission tickets outside unauthorized ticket booths was filed at the House of Representatives on Monday, December 3.

House Bill 8694, or the “Anti-Scalping Act of 2018,” was filed following the arrest of less than 20 ticket scalpers during game 1 of the UAAP (University Athletics Association Philippines) Season 81 men’s championship at the Mall of Asia Arena.

The bill proposes to prohibit the act of scalping and impose penalties of fine and imprisonment on those who will engage in the act.

Scalping is defined under the bill as “an act of any person who, with intent to profit for himself or for another, shall sell or dispose of, or shall buy and sell, or in any other manner deal in tickets for admission to an event without written permission of the owner or operator of the event or property where the event is taking place.”

Those who will violate the provisions in the proposed measure for the first time will pay a fine of P40,000 or face imprisonment of six months or both.

Second time offenders will need to pay a fine of P100,000 or face imprisonment of one year or both, and for the third time offenders, a fine of P250,000 or imprisonment of three years or both, at the discretion of the court.
