Councilor wants CNA incentive for employees released

ANGELES City Councilor Carmelo “Pogi” Lazatin, Jr. on Monday, seeks to convene the Employees’ Organization-Management Consultative Committee to review the city’s financial records, which would pave the way for the granting of the CNA incentive.

Lazatin sent a letter to Angeles City mayor Edgardo Pamintuan on Monday, December 3 to act on the request.

City Hall employees are asking to get the Collective Negotiation Agreement (CAN) incentive worth P25,000 this month.

Lazatin met with the Association of Government Employees for New and Dynamic Angeles City (Agenda) also on Monday.

“My concern is to give our City Government employees what they are due,” Lazatin said, “I believe that the best way to do this is for the concerned parties to sit down and explore all the possible options we could take for their CNA incentive.”

According to Lazatin, convening the consultative committee – composed of officers of the Agenda and the city government’s Finance Committee made up of the City Accountant, City Treasurer, City Budget Officer, and City Planning and Development Officer – is in line with the procedural guidelines set by the Department of Budget and Management (DBM) in Budget Circular No. 2018-5 dated November 14, 2018.

Lazatin noted that since the proposed Command Center under this city’s Supplementary Budget No. 3 worth P3.5 million has been disapproved, the city could also use the budget towards the CNA incentive of the city employees.

Further, Lazatin added that during the meeting, the consultative committee can also conduct a review of other MOOE to determine savings, which may also be used for the CNA incentive.

Lazatin also recommended that a special session be held by the Sangguniang Panlungsod to pass a Supplemental Budget No. 4, for the sole purpose of granting the CNA incentive.
