Ang film festival mapasigarbuhon nga gipresentar sa Embassy of the Russian Federation ug sa USC sa paglambo sa traditional Russian culture alang sa mga lokal nga tumatan-aw ug makakat-on gikan sa mga pagtulun-an sa pelikula.
“The aim of this film festival is to promote culture. Through cultural exchange, we can bring our nations together,” matod n Ambassador of the Russian Federation to the Republic sa Pilipinas ang Tinahod nga Igor Anatolyevich Khovaev nga nitambong sa kalihokan uban ni Honorary Consul Armi Lopez Garcia sa maong festival.
